Sir,
Magistracy, Hongkong,
21st May, 1887.

I have the honour to acknowledge the receipt of Your letter W.Y61 of the 18th instant, and to thank His Excellency for the information regarding the action of the Government.

I regret that I seem to have been over-hasty in concluding that I was not to be favoured with a reply to my letter of the 7th May.

I knew that it was not a letter to which I was entitled to a reply of right, and that if His Excellency chose to ignore it, it constituted no possible ground of complaint on my part, and as many days had elapsed, I thought that that was the view which His Excellency had taken of it.

I must point out, however, that I did not enquire...

The Honourable Fred Stewart, LLD.
Colonial Secretary,
